Investigators Give Shocking New Details in Child Abuse Case

WHEELERSBURG (Tara Morgan) -- More charges are expected in a child abuse case involving three caregivers accused of chaining and beating children.

Neighbors say they had no idea children lived in the house on Collingwood Drive in Wheelersburg until they were removed by children services last week.

"Not the caregiver I would want to have would you it's a house of horror," said neighbor Ruth Beekman.

Juan Sanchez is charged with rape.  He and the children's other caregivers, Edwina Louis and Bobbi Sue Pack also face child endangerment charges.

The Scioto Sheriff's office was tipped off when one of the girls reached out to her teacher at the Ohio Virtual Academy during an online reading session.

"They had them shackled and chained or bound they would come out for breakfast, lunch, dinner or snacks, and put right back in," said Captain David Hall with the Scioto County Sheriff's Office.

The children, ages 11, 9, 8 and 2 are now living with a foster family.

The case will go to a grand jury.
